(NEXSTAR) – It is difficult to run a city today between crime, COVID-19 and the local economy. One recent study tried to quantify who does it well – and who doesn’t.

WalletHub surveyed the largest cities in California and assessed the credit rating, debt, education, health outcomes, crime rate, economy and infrastructure of each city. (See how they weighed each of the 38 criteria in their methodology here.) The estimates of each city in these categories were balanced by its per capita budget. If you have a high budget and lower quality of life ratings, you end up at the bottom of the list.

Cities in the Bay Area were ranked particularly low. San Francisco scored the worst result in California and the second worst in the country. The only city that ranked worse across the country was Washington, DC

While the quality of urban services in San Francisco was rated quite high, the city’s large budget and high per capita debt pulled its results down.

Oakland was ranked high according to medical assessments that included factors such as life expectancy, hospital capacity and deaths due to COVID-19. However, the city scored particularly poorly on crime rates and infrastructure problems, making it the second worst-run city in California, according to analysis.

Long Beach also drew a poor score on infrastructure, which includes the quality of city roads, passability and average travel time.

Stockton’s poor safety rating ranked it among the worst-run cities in California.

Of the largest cities in California, WalletHub found that these 10 are the worst:

  2. Oakland
  3. Angels
  4. Long beach
  5. Riverside
  6. Fresno
  7. Sacramento
  8. Modesto
  9. Anaheim
  10. Stockton

The best run city in California, found WalletHub, Huntington Beach, thanks to high marks in education, health and safety.

San Diego and Santa Ana also scored well, while Bakersfield and San Jose landed in the middle of the group.
